That right there is the reason- the Electron Charge Pack was introduced in Fallout 3 and is designed for use with one specific weapon, the Gatling Laser, so that it has ammunition that can drain a single shot per single unit of ammunition without it being ten billion times more energy-ammo-inefficient than Pew Pew.
If you pay attention to all of the ammo conversion recipes, one ECP is half of a Small Energy Cell, and one-third of a Microfusion Cell.
